The Role of Citizenship Education in Tackling the Boycott of PX Project

Para-xylene (PX) is a low toxic chemical that is widely used as an important raw material for the synthesis of polyester fiber and plastics. However, a strange phenomenon has been acknowledged that people gathered together to boycott PX projects which were planned to start in several cities of China. Even though the local government repeatedly announced that PX is not as toxic as it has been rumored, and that potential danger can be perfectly avoided, the reaction of the raging people was still far from rationality. When people in Xiamen first boycotted PX project in 2007, they remained calm and demonstrated in order. By the time citizens of Maoming opposed PX project in 2014, some of them completely lost their rationality and deliberately destroyed public devices to show their anger.

From peaceful strolling to fierce vandalizing, it can be estimated that the resistance from the public towards PX projects and even the government never decreases. The vicious circle never seems to come to an end though plenty of efforts have been made. To remedy the current tense situation, most experts suggest that the government take immediate action to establish a sound system of decision and supervision. Besides, they urge the government to communicate with its people frequently and patiently to enhance their friendly relationship.

It can be concluded that the government should improve its operation and make more explicit announcement of its policy, and citizens should, accordingly, show understanding and tolerance to the former. However, the solution given above still lack something crucial. Previous studies on the issue of PX project focused on solving the problem mainly by establishing a sound system, while personally I incline to tackle the problem mainly by improving citizenship education as a fundamental method to break the circle.

The boycott of PX projects exposes the fact that most Chinese lack the ability to look into a certain issue by searching and analyzing information and make their own judgment rationally. Through continuous citizenship education, they will gradually learn how to look upon present problems based on their analysis of facts, and actively participate in the process of making decisions if possible. This will give rise to the enhancement of their participation consciousness and the reduction of possible violence or other irrational behaviors. In a word, people that are well trained will be qualified enough to participate in public affairs and contribute to the society.

Generally and individually, citizenship education should by no means be ephemeral. To put it in another way, people should receive citizenship education from their childhood to their adolescence and then to their adulthood without interval. Just have a look at the boycott in Maoming, and you will realize its necessity. An increasing number of students from all over the country joined the protest by displaying their slogans in a photo, innocently thinking that they could help their fellows in Maoming to win the battle. Had they been better educated the principle of making a fair judgment, they wouldn’t have blindly followed the tide and made things worse.

To sum up, I am not denying the necessity of establishing a sound system, but trying to arouse awareness of the importance of qualified citizens. The strategy of enhancing citizenship education to alleviate the tense situation follows its own logic. It is a long-term mission and will indeed take a considerably period of time, yet I believe that it will work perfectly, one day.
